RECURSOS<\/h6><p>EL <b><i>preventivo<\/i> <\/b>consiste en una reserva de cr\u00e9dito presupuestario ante un probable gasto futuro, derivado de una solicitud de funcionario habilitado.<\/p><p>El<i><b> compromiso <\/b><\/i>se considera como una afectaci\u00f3n provisoria o preventiva del cr\u00e9dito presupuestario e implica la aprobaci\u00f3n por parte de un funcionario competente de la aplicaci\u00f3n de recursos por un concepto e importe determinado, siendo su registro de car\u00e1cter obligatorio como una medida de orden administrativo y financiero.<\/p><p>Los gastos se consideran <i><b>devengados\u00a0<\/b><\/i>o causados en el momento en que se origina una obligaci\u00f3n de pago por parte del Gobierno con terceros, por la recepci\u00f3n de un bien o servicio o implica una afectaci\u00f3n definitiva del cr\u00e9dito presupuestario. Este es el primer momento en la ejecuci\u00f3n del gasto con incidencia en la contabilidad patrimonial generando registraci\u00f3n contable. El gasto debe registrarse como devengado por el valor de los bienes y servicios recibidos durante el ejercicio, independientemente del periodo presupuestario en que los mismos se paguen.<\/p><p>El <i><b>pago <\/b><\/i>se registra para reflejar la cancelaci\u00f3n de las obligaciones asumidas, ya sea por la emisi\u00f3n del cheque, la formalizaci\u00f3n de la transferencia o la materializaci\u00f3n del pago por la entrega del efectivo o de otros valores.<\/p><p>Los <i><b>recursos <\/b><\/i>se dan por ejecutados en el momento de la percepci\u00f3n, es decir cuando se produce el ingreso efectivo de los mismos, independientemente de aquel en el cual se devengan. Se considera ingreso efectivo del recurso cuando se encuentra disponible para su utilizaci\u00f3n. En general los recursos se registran por lo percibido, excepto al cierre de ejercicio, en el caso de contribuciones figurativas pendientes de cobro, que se apropian por lo devengado a fin de una
